BRIEF:
Devonport City Council is seeking a suitable qualified artist to design and assist coordinate the installation of a pavement artwork for Rooke Street Mall.
 
The artwork is intended to suggest a place of play or activity, providing an incentive for families to visit and remain in Devonport Mall. 
 
Council will be installing new seating, planter boxes and shade sails in the same location. 
 
Functional requirements of the project must include: 
 
·      2D/Flat artwork, without any raised surfaces 
·      Non-slip surfaces to reduce personal injury risk 
·      Semi-permanent materials with an installation life span of 3-5 years, but able to be removed if required 
·      Durable and able to withstand normal cleaning operations such as street sweeper and occasional hosing down
 
The preferred installation period is the end of Summer 2023. 
 
Indicative location and size of intended Pavement Line Artwork, Rooke Street Mall: 
 
 
Indication of location 
 
The size of the area is approximately 200 Square Metres, within the boundaries of a 20mt x 10mt rectangle. Please be aware, objects such as seats and planter boxes will be in the same location. 
 
Council will provide a project manager to assist coordinate installation and liaise with contractors. Council can provide recommendations for suitable materials.

Artist Statement and Concept Overview

No more than a single page detailing the artist’s experience and an overview of the concept.

Concept

Provide a detailed concept render of the intended artwork.

Installation Methodology

Provide a detailed summary of the installation methodology and how the intended artwork meets the functional requirements.

Estimated number of working days required to complete the work.

Safe Work Statement

Provide a detailed summary of the artists experience working on civic projects and provide a safe work statement for the installation.

Artist Fee

Council is requesting the artist provide a quote for their services, relative to the size and scale of the artwork, and estimated duration of the installation of the artwork. Council acknowledges:
National Association for the Visual Arts (NAVA) 7.3 Schedule of Fees for Practitioners.

The quote should be inclusive of all expenses, including travel and accommodation, if required.

The artist should specify if their quote is inclusive or exclusive of materials and installation.
